Effects of Government Policies on Income Distribution and Welfare

چکیده
A variety of parametric and semiparametric models produce qualitatively similar estimates of government policies’ effects on income distribution and welfare (as measured by the Gini, standard deviation of logarithms, relative mean deviation, coefficient of variation, and various Atkinson indexes). Taxes and the Earned Income Tax Credit are an effective way to redistribute income to the poor and raise welfare. The minimum wage lowers welfare. Social insurance programs have little effect except for Supplemental Security Income, which raises welfare. Transfer programs (AFDC/TANF and food stamps) either have no statistically significant effect or lower welfare. * Graduate Student, University of California, Berkeley ** Professor, University of California, Berkeley; member of the Giannini Foundation *** Professor, American University We thank David Neumark for helpful comments on a previous version. Analysis the Relationship between Value Added Tax Performance with Inflation, Income Distribution and Government Capital Asset Ownership in Iranian Provinces
Value added tax has been focus on many countries in recent decades due to the low tax base consumption, low cost on identification, collection and transfer on tax burden to the end consumer in the economy. متن کاملWelfare Effects of Minimum Wage and Other Government Policies
The minimum wage, unlike most government transfer programs, lowered welfare in the 1980s and 1990s as measured by all commonly used welfare or inequality measures, including various Atkinson indexes, the Gini index, standard deviation of logarithms, and others. The effects of most government programs, macroeconomic variables, and aggregate demographic characteristics were qualitatively the same...
متن کاملIs the Economic Growth Regime in Iran Wage-led or Profit-led?
This study investigates the relationship between factor income distribution and aggregate demand in the context of the Post-Keynesian school, using data from Iran over the period 1346-1393. To this end, profit share and GDP growth are used as proxies for factor income distribution and demand growth, respectively. The results of the cointegration analysis based on the ARDL approach show that pro...
متن کاملEffect of Government Policies on Urban and Rural Income Inequality
We use three conventional inequality indices—the Gini, the coefficient of variation of income, and the relative mean deviation of income—and the Atkinson index to examine the effect of income tax rates, the minimum wage, and all the major government welfare and transfer programs on the evolution of income inequality for rural and urban areas by state from 1981-1997. We find that these programs ...
متن کاملEffects of Taxes and other Government Policies on Income Distribution and Welfare
Marginal tax rates have larger income redistribution and equilibrating welfare effects than do social insurance or direct transfer programs. The Earned Income Tax Credit has smaller but still statistically significant desirable effects. Social insurance programs have little effect except for Supplemental Security Income, which increases equality. The minimum wage and transfer programs (AFDC/TAN...
